AI models generate plausible-sounding false information. This is a fundamental limitation of how language models work (they predict likely next tokens, not true next tokens).
No deployment model fixes this. Running Llama locally hallucinates just as much as running GPT-4 in the cloud. The hallucination rate may differ by model quality, but the problem is inherent to the technology.
Mitigation (not solution): Explicit warnings ("verify important claims"), confidence indicators, retrieval-augmented generation (ground responses in verified sources), and PS-SHA∞ journals that track which AI claims were later verified or corrected.
AI will eliminate some jobs and transform others. This is a genuine economic concern that sovereign deployment doesn't fix — local AI automates the same tasks as cloud AI.
Sovereign advantage: AI that works FOR the user (tool) vs AI that works for the employer (replacement). A sovereign AI that helps a tutor teach better is different from a cloud AI that replaces the tutor. The deployment model determines whether AI augments or replaces.
How do we ensure AI systems pursue goals that benefit humans? This is an active research problem with no consensus solution.
Sovereign advantage: Alignment is easier when the user controls the system. An AI that runs on your hardware, with your values embedded in the system prompt, is more aligned with YOUR interests than a cloud AI aligned with a corporation's interests. Sovereignty doesn't solve alignment — but it makes the question simpler: aligned with whom? With the person who runs it.

Closing the deployment barriers would eliminate the business model that funds AI development. This is the AI colonialism dynamic: the colonizer has no incentive to build infrastructure that enables independence.
The gap is a classic disruption opportunity (Christensen): incumbents can't close the gap because their business models prevent it. Startups can close the gap because they have no existing business model to protect.
